Overall Assessment of Implementation of PHARE CBC in Bulgaria within the programming 2000 – 2006 period

The overall project objective is to evaluate economy, effectiveness, efficiency of implementation, and achieved sustainability of various types of projects funded under the Phare CBC (Cross-border Cooperation) Programme 2000-2006. The assessment should complement the already made interim evaluations focusing on objectives and results achieved at the level of types of projects (services, construction, procurement, grants) and the program level rather than at individual contract. CPM is responsible for - overall project management, quality assurance of the achieved results, elaboration of Good practices Manual.
