Functional Review and Institutional Design of Ministries / FRIDOM

CPM with Tribal Helm (UK), Altair Accessores (Spain) and Governance Institute (Slovakia), were engaged in a major functional review project for the central administration in Kosovo. It includes vertical reviews of all functions specific of individual portfolios, as well as reviews of crosscutting management systems (e.g. PEM, HRM) and the creation of medium-term development plans in every ministry, linked to the MTEF. Specific purpose of the project was to ensure that all Kosovo’s ministries and selected executive agencies have prepared, consulted, agreed and implement fiscally sustainable restructuring plans taking into account their EU accession ambition and ongoing decentralization process.
