Strengthening Moldova’s Policy Management Capacity

The overall objective of this project was to ensure effective implementation of national development and European integration. We set out to reach these objectives by supporting the government of Moldova to develop sustainable capacities for effective policy management, budget and donor coordination systems across the Government. The project was related to public administration reform with emphasis on developing sustainable evidence-based policy capacities through capacity development interventions at individual level (capacities of civil servants), organizational (strategy and policy planning, budgeting procedures capacities in ministries), and institutional (national planning system and related legislation including that of the budgeting), legislative drafting, communications and public consultations. Extensive coaching and co-working with staff involved in policy analysis and planning in line ministries was at the core of the project. It included right’s based approach and gender mainstreaming. The latter was done through undertaking gender-disaggregated analysis of policies and presentation of ex-ante policy documents including gender-disaggregated data in public Policy Proposals. The project supported sustainable capacity building of the State Chancellery, the body in charge of the PAR and policy coordination in Moldova, Ministry of Finance and all line ministries in Moldova. As part of this project, capacity of the State Chancellery to lead on development of the new National Development Strategy was strengthened.
