EU4PAR Supports the Government in Ukraine in the “Renovation Project” or Major Business Process Re-engineering in Public Administration

Modern public management calls for a constant search for efficiency, as resources are scarce, and governments need to do more with less. In Ukraine, due to the war, the scarcity of resources is even more pronounced. In this context, the EU4PAR project assisted the government in preparing and carrying out the “Renovation Project,” which joined 14 ministries to identify significant business processes, whether internal to the organization or leading to a service, that could be optimized to save resources and reallocate them to other priorities. Besides efficiency, the focus was also on improving the user experience and reducing the time spent on these business processes for end clients.

 

All 14 ministries identified both resource savings and client experience improvements. EU4PAR provided the teams from ministries with methodology, training, and on-the-job coaching, as well as facilitated cross-team learning. Additional networking and information events supported the overall process. The results were significant. In some cases, the total execution time of a business process was reduced by more than 30 percent, the number of people engaged in the production process was reduced by a quarter, and process efficiency improved by close to 5 percent based on LEAN methodology. Based on the initial success of the “Renovation Project,” the government has decided to expand the approach and roll it out to more cases and agencies. EU4PAR will continue to support the government with this initiative.
