Group of several former Government officials who were in leading country’s successful EU accession established CPM Consulting Group with the seat in Riga, Latvia. The name Corporate Public Management symbolized intention of original CPMs founders to bring more modern corporate style of management to public sector organizations, mission still valid through today in CPM’s projects.

July 2005

After successful launch of CPM’s business in Latvia, the company started working with international donor organizations in former USSR and in Western Balkans. 2005 marked first such projects including launching the major whole of Government functional review in Moldova leading to adoption of country’s first Public Administration Reform (PAR) Strategy. Both specializations – functional reviews and PAR still remain core areas of competence of CPM’s international business.

CPM is joined by Ugis Sics. Since December 2012 Ugis has been the Managing Director of the whole CPM group of companies. Ugis was the former Latvian top civil servant with a track record of excellence in reforming Latvia’s public administration, fighting corruption and advancing country’s EU accession. Upon his arrival at CPM, company’s mission was re-defined as one aiming to share the leading minds behind the Baltic and Central European success story in good governance with countries and donors worldwide.

August 2006

As part of consortium of international consulting companies, CPM was awarded its first project in Kosovo. It was UK DFID financed project on “Support for EU Partnership and Standards Process”. Since then, Kosovo has been one of the countries with strong CPM’s presence. CPM has implemented more than 10 projects including some of the EU and other donor flagship initiatives. Most of the projects have been related to PAR and major policy reforms.

December 2006

Borrowing from its early corporate experience and in the drive to realize its new mission, CPM launched a new network of CPM’s associates from countries where CPM worked. Thus CPM created a strong in-house competence in PAR and structural reforms. Among them were leading civil servants and policy advisers of government such as Albania, Bulgaria, Bosnia and Herzegovina, Romania, Slovakia and other. At the time this was an innovative approach for mid-size specialized consulting companies, such as CPM, competing with impersonalized big “body shops” with little or no in-house specialists in areas where they provided advisory services. Since then CPM has further developed it international network of associates, which allows the company to draw on experiences of most EU Member States and EU candidates.

February 2007

In early 2007 CPM entered the consulting market in Ukraine launching its project on “Support to the Policy Analysis Groups” that piloted white and green book approach to policy development in the country. Since then, CPM Has been involved in more than 9 PAR related international consulting projects in Ukraine. These include work with the EU and bilateral donors from Denmark, Sweden, and UK. The areas cover policy management, public administration reform, budgeting reforms, and EU integration.

April 2008

Partnering with Helm Corporation from Ireland, CPM was awarded one of the largest ever whole of Government functional reviews in Kosovo. The DFID financed Functional Review and Institutional Design of Ministries or Freedom project was launched in 2008 and included re-design of all Kosovo ministries. The project lasted until mid 2010 and was regarded as one of the most successful donor financed projects in Kosovo long after it. It also cemented CPM’s leading role in the market when it comes to the functional review instrument of PAR.

December 2008

CPM entered Romanian and Bulgarian markets with several high profile projects in relation to PAR. Among them was the EU Structural Funds financed flagship project in Romania on “Sustaining Public Administration Reform through improving policy formulation process and developing public policy formulation process at central administration level”. The project assisted with cementing Romania’s policy planning, coordination and performance management system led by effective centre of government. Building capacity of the “centers of government” continues to be CPM’s core specialism.

March 2009

CPM, partnering with Ecorys UK, was awarded the UK Government financed large flagship project on supporting the Government of Moldova to put in place a National Development Strategy to replace the poverty reduction program. CPM successfully accomplished this highly challenging project leading to a follow-up project financed by multi donor trust fund aiming to build policy management capacity in all Moldovan ministries. Since then CPM has been working with a number of governments by helping them to establish effective National Development Planning frameworks. Recent examples include Armenia and Kosovo where CPM assisted to prepare new country development strategies as a nexus of national policy management system.

May 2009

CPM opened its Branch in Estonia focusing on HR services for the CPM Group as well as specializing in EU financed framework Contract management. This branch of the CPM Group has been successfully implementing several EU financed framework Contracts.

June 2010

CPM is awarded with a prize by the Latvian Chamber of Commerce as being among the fastest growing export-oriented enterprises in Latvia.

October 2010

CPM was awarded the EU Structural Funds financed project in Latvia on “Reduction of Administrative Barriers and Quality Improvement of Public Services”. Being the largest Government outsourced technical assistance project at the time, the project was also a flagship initiative in changing country’s approach to public service delivery from bureaucratic to client centric. The project was ongoing for several years and allowed CPM to build in-house models and methodologies for public service modernization. Since then, CPM has been implementing public service modernization initiatives in a number of countries including Moldova, Kosovo, Ukraine.

October 2011

CPM’s backstopping team in Riga celebrated its 20th study tour of foreign officials to Latvia and Baltic states. Since launching its international operations in 2005, CPM had organized 20 international study tours and peer-to-peer learning initiatives where officials from countries of former USSR and Western Balkans visit Baltic states for a week-long visit and gain comparative knowledge of their reform experience. Such study tours remain a mark-up in the service portfolio of CPM still today.

November 2013

Partnering with Niras Indevelop from Sweden, CPM was awarded to implement one of the largest and most comprehensive gender equality projects globally. Namely in Ukraine, it started implementation of the Gender Budgeting Project, which aims to apply “gender lenses” to budgeting process and decisions. Working with gender both in budgeting and in public policy process has become another of CPM’s core specialisms. Besides its flagship project in Ukraine, it was also awarded to support the gender equality mechanisms in Georgia (in 2016) and Kosovo (in 2017).

January 2014

CPM was awarded the “The Red Jacket” prize by the Latvian Chamber of Commerce recognizing it as one of the best exporting brands in Latvia.

February 2014

CPM was awarded to implement the EU flagship technic al assistance project in Kosovo on “Support to Policy and Strategic Planning”. Besides overall support to PAR and policy management capacity, the project also included two large components dealing with EU Sector Budget Support and National Investment Planning / Project Preparation Facility design. CPM’s services were regarded as highly effective in these areas as EU follow up initiatives to both of them (PAR Sector Budget Support and participation in Western Balkans Investment Framework) were launched on time.

February 2015

CPM launched a new entity within its group of companies called DADA6. Its mission was to bring more innovation and experimentation in CPM Group’s projects and business processes as well as focus on South Caucasus activities.

December 2015

DADA6, member of CPM Consulting Group, was awarded to implement a flagship EU financed project in Armenia on “Development and Strategic Studies”. The DADA6 team in Armenia works directly with the EU Delegation in the country providing it with a wide range of policy advice and other support including in relation to aid programming, which is also among core specialisms of the CPM Group.

November 2017

As part of implementing the EU financed project on “Development and Strategic Studies” project in Armenia, the CPM Group assisted the Government of Armenia and the EU in Armenia to launch a highly innovative a Young Experts Scheme (YES Armenia) scheme that helps to attract Armenians from all around the world to work on government’s strategic initiatives and projects in Armenia. The programme has been regarded both as innovative and successful.

February 2018

CPM was awarded to implement the EU flagship initiative in Ukraine on “Comprehensive Support to Public Administration Reform in Ukraine”, which is a 4 year programme supporting PAR in the country across all PAR pillars as defined by the OECD Sigma. The project is an important part of the EU’s financial and technical support to Ukraine including Sector Budget Support to PAR.

April 2018

CPM group has completed the cross-border merger process of its entities in Latvia and Estonia, and has become called CPM Consulting International with the main seat in Tallinn and an office in Riga, historical capital of CPM Group. Both company’s ownership and internal structure have been streamlined and strengthened as a result of this cross-border merger. The CPM Consulting International has also taken control of its partner company in Kosovo – Strategy and Development Consulting. Being part of the group, the company will represent CPM’s interests in some countries of the region.
