Supporting Kosovo’s policy and strategic planning concluded
April 30, 2016
After two years of working side by side with the Office of the Prime Minister (OPM) and Ministry of European Integration in improving Kosovo’s policy and strategic planning, the project led by DADA6 as part of the CPM Consulting Group has come to its conclusion. Launched in February 2014, the project aimed to support Kosovo’s government to improve its existing decision-making mechanisms, which would allow for the integration of Kosovo’s development agenda with the overall European integration agenda. During this time, the project “Support to Kosovo’s Policy and Strategic Planning” has enabled the Government of Kosovo to plan sound and efficient public policies across the board. In this regard, we supported Kosovo in analyzing its economic growth constraints by conducting 15 strategic studies in areas of national development priorities. Moreover, DADA6 assisted Kosovo in developing the Integrated Planning System (IPS), a mechanism which helped eliminate the practice of uncoordinated multiple planning and reporting frameworks, each operating under different time frames, methodologies, mix of priorities and reporting requirements. When it comes to helping out our stakeholders figure out solutions to existing problems, we practice what we preach. What this means is that we invest our time and expertise in building long-standing local capacities, which lay a fertile ground for further development well beyond the lifecycle of a specific project. In this case, we are honored to have been part of this undertaking led by the OPM, which, among other interventions, resulted with the drafting of Kosovo’s National Development Strategy (NDS) for the period 2016-2021. This is the first comprehensive strategy of such scope and depth to ever be devised in Kosovo, and we are proud to have been part of the team, which assisted the Government of Kosovo put in one place its 36 development ‘priorities of priorities. We also assisted with preparation of two annual Economic Reform Programs, which form the basis of economic policy dialogue between Kosovo and the EU. Working closely with the ministry of European Integration, we were part of Kosovo establishing its Single Project Pipeline for investment projects to access financing available within the Western Balkans Investment Framework. We also supported programming of EU financing actions in Kosovo or IPA II funds for 2014-2020.
