Project was aimed to design the reform of Intergovernmental fiscal system as part of Moldova Decentralization strategy. Main project components and activities: Assessment of Moldova Local Government Fiscal System and intergovernmental relations Comparison with best Interactional practice Analysis of Local Government Budgets and National Transfers, 2009-2011 Modeling of new Local Government Fiscal System including reform of local government own revenues, intergovernmental transfers and equalization system Design of policy proposals and recommendations
